China News Agency, Beijing, December 1,2019 (Reporter Li Xiaoyu) The Outline of the Yangtze River Delta Regional Integrated Development Plan issued by the CPC Central Committee and the State Council was announced on December 1. It requires that all regions and the various departments conscientiously implement it in accordance with actual conditions. The "Outline" proposes to steadily carry out trials of policies and regulations on permanent residence of foreigners.
The "Outline" proposes improvements in the international talent introduction policy. It will increase support for international talent recruitment policies, vigorously introduce overseas talents, and enhance the ability to gather international high-end skills. It will promote the mutual recognition of information for international talent recognition and service supervision departments to ensure consistent policy implementation.
According to the "Outline", in the future, the Yangtze River Delta region will steadily carry out policy pilot schemes such as permanent residence of foreigners, work permits for foreigners in China, convenience services for entry and exit, and employment for foreign students. It will promote the construction of international communities, improve supporting public services such as international schools and international hospitals, and improve the comprehensive service level of international talents.
The "Outline" also specifies that it is necessary to accelerate the improvement of high-quality public service capabilities such as education, medical care, and culture, and to improve comprehensive service levels for international talents and enterprises.
In 2016, China issued the "Opinions on Strengthening the Management of Permanent Residence Services for Foreigners", which clearly stated that it must combine the staged and regional characteristics of economic development to vigorously attract foreigners to invest in China. The opinion states that foreigners can hold permanent residence permits to handle financial, educational, medical, transportation, communications, employment and social insurance, property registration, litigation and other matters in China. The holder's period of stay in China is unlimited, and he or she can enter or leave the country freely with his or her passport and permanent residence permit.
